频发的洪灾与流量时代的救援:谁被看见、谁被遗忘?

最近,贵州省黔东南州遭遇了被气象部门称为“三十年一遇”甚至是“五十年一遇”的特大洪水。汹涌的洪水冲毁了房屋、道路和农田,成千上万的居民被迫转移。一个短视频在社交媒体上流传得很广:一座大桥被冲断了,一辆红色的大卡车,开到断桥的边缘,车头已经悬在空中,车尾还在桥上,而司机还坐在车间驾驶室里,身下是悬崖谷地。

许多人关注这次水灾,是因为以“村超”闻名的网红县城榕江也遭遇了冲击。受灾视频中显示,在非常短的时间内水位迅速上涨,村超球场被淹。而对我个人来说,这并不只是一则新闻——我就来自于贵州,我的家人就生活在黔东南,他们也亲历了这场突如其来的自然灾害,在洪峰过境的时候被迫转移。而我当时正好从欧洲回到国内,正在去往贵州探亲的路上。洪灾突然发生,公路多处塌方,大桥限行,所以我也被迫中止了回家的路。

作为一个出生在沿江谷地的人,洪灾是我小时候的记忆中不可磨灭的一部分。每年到了夏季的时候,城里的人们都要准备汛期。学校里流传着一些黑暗笑话:“你是从哪儿来的?”“我爸妈说,我是涨大水的时候被他们捡来的”。虽说是笑话,但也并非脱离现实。因为出生在那里的我们大多都看过,大水退去之后,城里一片狼藉,草物四散的模样。

该如何看待这一次的黔东南洪灾?它成因和影响是什么?在防洪减灾的思路上,是应该建设更多的大坝、水库,还是反其道而行,恢复更多自然河道和湿地系统?过去几年,我们似乎越来越频繁地听到“几十年一遇”的洪水、“百年不遇”的暴雨。这只是信息传播更快了?还是洪涝灾害真的变得越来越常见?

我们邀请到了灾难人道援助专家郝南,一起聊聊近期贵州洪灾的现状、灾害背后的气候与地理机制、防治体系的挑战,以及如何在一个气候变得越来越极端的世界中,建立更具韧性的社区和未来。
