President Donald Trump’s latest executive order, titled “Urgent National Action to Save College Sports,” represents the most aggressive federal intervention in the history of amateur athletics. Signed on April 3, 2026, the order seeks to stabilize an ecosystem that the administration claims has been "undermined" by the chaotic implementation of Name, Image, and Likeness (NIL) and the transfer portal.
The order introduces a strict "5-for-5" eligibility model, mandating that athletes have five years to play five seasons, effectively ending the era of indefinite "COVID years" or medical redshirt loops. Perhaps more significantly, it restores the one-time transfer rule. Under the new guidelines, athletes may transfer once with immediate eligibility, but a second transfer will trigger a mandatory redshirt season, unless the student has already obtained a four-year degree.
NIL & Agent Oversight: The order directs the FTC to establish a national registry of sports agents and bans "improper pay-for-play" schemes facilitated by third-party collectives.
Financial Protection: It mandates that revenue-sharing models must protect the viability of women’s and Olympic sports, preventing schools from cutting non-revenue programs to fund football and basketball.
Federal Leverage: Most notably, the order links compliance to federal funding. Universities that fail to adhere to these eligibility and transfer standards risk losing federal grants and contracts with agencies like the Department of Health and the National Science Foundation.
The order, set to take effect August 1, 2026, has received early support from figures like Nick Saban and NCAA President Charlie Baker, though it faces looming legal challenges regarding the executive branch's authority to override existing state labor and antitrust laws
