New traffic regulations released in October last year lowered the minimum age to obtain a driving licence for cars and light vehicles from 18 to 17. The rules were then expected to be implemented in March, but so far, according to driving schools, they haven't received any notice from the authorities to change anything. We speak to one 17-year-old who's passed her test, but still can't drive until she turns 18.
