10 months after the brutal killing of 37-year-old Rachel Morin, a suspect has been charged with her murder. 23-year-old Victor Martinez-Hernandez is an illegal immigrant from El Salvador who came to the United States after murdering a young woman in his home country. Martinez-Hernandez was arrested in Tulsa, Oklahoma on June 14th, and will be extradited to Maryland to face his charges.
